phone tracking

WW has Apple's Find Friends app turned on so that I can ostensibly know where she is. The problem is that it is not very accurate, particularly in the city. Is that the case with all apps? (the buildings or being inside makes them use wifi or other sources as I understand it and they can only give you a radius in which the phone is located).

Any suggestions for something more accurate? In the city a radius can leave a lot to the imagination.
